Peer Reviewer Process
JEMPI applies a double-blind peer-review model. Authors and reviewers are not informed of each other's identities, and authors are required to submit an anonymized manuscript for review.
- Initial Screening. The editorial team checks completeness, relevance to the journal's Focus and Scope, manuscript structure, metadata, ethical declarations, authorship information, and similarity. Manuscripts that clearly do not meet the journal's requirements may be returned or rejected before external review.
- Editor Assignment. A qualified editor evaluates the manuscript's readiness for peer review and identifies reviewers whose expertise matches the topic and methodology.
- Reviewer Assignment. Manuscripts that proceed to external review are normally evaluated by at least two independent reviewers. Reviewer expertise, independence, and institutional diversity are considered in the assignment.
- Review Assessment. Reviewers evaluate originality, significance, theoretical basis, methodological rigor, quality of analysis, discussion and conclusions, relevance and currency of references, ethical compliance, clarity, and contribution to educational management, policy, or innovation.
- Reviewer Recommendation. Reviewers may recommend acceptance, minor revision, major revision, resubmission for review, or rejection. Reviewer recommendations support but do not replace editorial judgment.
- Revision. Authors must respond to reviewer and editor comments clearly and systematically and indicate the changes made in the revised manuscript.
- Editorial Decision. The editor considers the manuscript, reviewer reports, author responses, and journal policies. When reviews differ substantially, an additional review may be requested. The final decision is made by the Editor-in-Chief or an authorized editor.
- Confidentiality. Manuscripts, reviewer reports, and editorial correspondence are confidential. Reviewers and editors must not disclose or use unpublished content outside the editorial process.
- Timeliness. Reviewers are expected to accept or decline invitations promptly and complete reviews within the time indicated in OJS. An overdue assignment may be reassigned.
