INCLUSIVE EDUCATION GOVERNANCE: LEADERSHIP AND STAKEHOLDER COLLABORATION IN STUDENT SERVICES
Isi Artikel Utama
Abstrak
This study analyzes inclusive education governance through collaboration between school leadership and stakeholders in fulfilling student service needs at SMAN 1 Sungayang. A single embedded case-study design was employed, with quantitative evidence used as supporting data. The case was bounded by the implementation of the school’s inclusive education program during data collection from January 2024 to January 2025. Evidence consisted of a 60-item questionnaire completed by 44 teachers, interviews with one regular teacher, one special support teacher, and one student with special educational needs, as well as program documentation. Case-oriented thematic analysis integrated context, input, process, and product evidence for triangulation. Five governance patterns emerged. First, documentary and teacher evidence indicated that inclusive admission and initial identification mechanisms had been institutionalized since 2017. Second, service delivery relied on consultative, needs-based collaboration between regular teachers and two special support teachers, particularly when learning barriers emerged. Third, the school provided an inclusion room, Braille books, accessible paths, a special toilet, and handrails, although assistive technology and disability-friendly classroom design remained limited. Fourth, the interviewed student reported supportive teachers and peers while also describing inconsistent learning adaptation across subjects. Because only one student was interviewed, this evidence is interpreted as an individual, case-specific perspective rather than as representing all students in the inclusive program. Fifth, institutional monitoring was not yet fully systematic because periodic evaluation, vision-mission review, and operational guidelines required strengthening. The findings indicate that inclusive governance requires not only access but also institutionalized role-sharing, stakeholder participation, resource alignment, and continuous service evaluation.
